A candidate for appointment must be: A citizen of India, or A citizen of Nepal, or A subject of Bhutan, or A Tibetan refugee who came to India before 1st January 1962 with the intention of permanently settling in India, or A person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka, Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire, Ethiopia or Vietnam with the intention of permanently settling in India. Candidates belonging to the last four categories must possess a certificate of eligibility issued by the Government of India. Such candidates may sit for the exam, but the appointment offer is given only after the certificate is issued. Applicants can apply for both Level 1 and Level 2, provided they meet the eligibility criteria for each. Separate online applications and separate examination fees are required for each level, and separate examinations will be conducted.

Minority candidates (Muslims, Christians, Sikhs, Buddhists, Jains, Zoroastrians/Parsis) claiming fee exemption must submit a self-declaration (Annexure B) and a minority community affidavit on non-judicial stamp paper at the time of document verification. EBC means candidates with a family income of less than Rs. 50,000/- per annum, supported by an income certificate (Annexure C) from an authorised issuing authority.

Selection is based on a Written Test (CBT/TAB mode) followed by marks awarded on certificates during document verification. There is no interview. Candidates who score a minimum of 40% marks in the Written Test, to the extent of 2.5 times the number of vacancies, will be called for the next stage.
