Eligibility / Qualification

This is a Limited Departmental Competitive Examination open only to serving government employees (JSA/LDC) of the specified participating cadres. Candidates must fulfill all eligibility conditions as on the crucial date for their respective cadre. The eligibility conditions prescribed in the Notice shall not be relaxed under any circumstances. Eligibility Conditions (Crucial Date and Service Requirements - Post-wise) Name of Service / Cadre Crucial Date Conditions of Eligibility Central Passport Organisation, Ministry of External Affairs 01.07.2025 Junior Passport Assistant with 6 years' service in the grade rendered after appointment thereto on regular basis and possessing a Bachelor's degree of a recognized university or its equivalent. Armed Forces Headquarters Clerical Service 01.07.2025 Must have rendered not less than five years approved continuous service in the JSA Grade on the crucial date. Provided that if appointed on the result of a Competitive Examination (including LDCE), the results should have been announced not less than five years before the crucial date and he/she should have rendered not less than four years' approved continuous service. Selection Process

The examination consists of two parts: Part-I (Computer Based & Written Examination, 300 marks) and Part-II (Evaluation of Record of Service/APARs, 100 marks). Total marks = 400. Final selection will be made on the basis of aggregate performance in all parts. This is a competitive and not a qualifying examination. Part-II: Evaluation of Record of Service (100 Marks) Marks 100 marks earmarked for evaluation of record of service (APARs - Annual Performance Assessment Reports) Usage Marks obtained in Part-II will be added for ascertaining the rank of the candidate. Once the APARs have been evaluated, no request for change in APAR grading will be entertained by the Commission under any circumstances. Syllabus of the Examination Paper Subject Syllabus / Topics Paper-I (CBE) General Awareness Questions aimed at testing General Awareness of the environment around and its application to society. Current events; matters of everyday observations and experience in their scientific aspect; History, Culture, Geography, Economics, Science, General Politics and Scientific research relating to India and neighboring countries. Paper-I (CBE) English Language and Comprehension Understanding and knowledge of English language: Vocabulary, spelling, grammar, sentence structure, synonyms, antonyms, sentence completion, phrases and idiomatic use of words, comprehension of a passage. Questions will be of matriculation level. Paper-II (Written/Descriptive) Noting, Drafting & Office Procedure Knowledge of office procedure in the Secretariat and Attached Offices; ability to write and understand notes and drafts. Candidates are required to study the Manual of Office Procedure (including Ministry of Railways version), the Rules of Procedure and Conduct of Business in the Lok Sabha and Rajya Sabha, Hand Book of orders issued by Ministry of Home Affairs regarding use of Hindi for official purpose of the Union, and Reservation Policy for SC/STs in services and orders issued by Government thereon from time to time. Mode of Selection Step 1 Based on performance in Paper-I (CBE) of Part-I, candidates will be shortlisted for evaluation of Paper-II (Descriptive Paper) of Part-I. Candidates not qualifying Paper-I will not be evaluated for Paper-II and will not be considered for further selection. Step 2 Based on aggregate performance in Paper-I and Paper-II of Part-I, candidates will be shortlisted for evaluation of record of service (Part-II). Candidates not qualifying Part-I aggregate will not be eligible for Part-II evaluation. Step 3 Final selection will be made on the basis of aggregate performance of candidates in Paper-I (CBE) + Paper-II (Descriptive) of Part-I and Part-II (APAR Evaluation). The Commission may fix minimum qualifying marks individually for Paper-I and Paper-II of Part-I.
